Instead of uploading the write-ups file from Sri Lara Security, for an easier, clearer reading, guess I might as well just re-type it. Here goes:-


Working with Neighbours in Crime Prevention

The Security proposal is to enhance the harmonious and safety aspect of public life in your Taman.
A professional & experienced Security Company must be able to keep crime rates low with the assistance of the Association and the Police working together.


Security Guide
  1. Believe in God, Nothing is fool proof in life. We pray to God - no bad incidents to members.
  2. The home must be installed with proper Alarm system and strong grilles with strong locks. A CMS is even better. (For RM20.00 you can configure your alarm to our CMS service). Members only.
  3. The front and back of the house must be lighted with energy saving bulbs and with a timer.
  4. Neighbours must be security conscious and work with Rakan Cop and the Security Company to act fast to call for help. Observant so as to identify the getaways vehicles. Must know who to contact during emergency.
  5. The property owner must have a Homeowners and Contents Insurance against theft.
  6. Engaging own Security guards and enjoying the benefits of having security, is a deterrent and a visible effort to drive away criminals.
  7. Crime cannot be eliminated but can be reduced and we can take care of our own neighbourhood. The police will work with an active security company and Residents' Association. Monthly meetings with the police can be arranged to share information and keep updating for better security.

The Security Operations - I think we are more interested in this part of the write-up


Since the norm is 12 hour duty, it is difficult to get good guards. It is a dangerous job on the street. Rain and hot weather will distract any guard. We recommend 8 hours duty. At time the guard will do 4 hours OT.
More memberships means more guards but remember it doesn't mean the monthly payment will lessen. Security is never cheap as most think. Some say 'why must I pay for others'. Actually you pay for yourself and your family. Like insurance anything can happen to anyone anytime. It doesn't tell when it comes. When a house is being broken into, when a car windscreen is broken, when a snatch thief is about to attack, all these even the police don't know. It is only after the crime has been committed that the follow-up is done. Any individuals getting angry with the police, the association and the security company for no apparent reason has only himself to blame because he didn't employ his own full-time guard in his house. Sharing of guards is only deterrent and cheaper fee.

Today Malaysian police crime records are increasing and not the other way around. There is a 20% reduction target in crime set by PDRM and there is a KPI for the Police.
The membership to the security service is by filling an application form which is jointly produced by the Homeguards and the Association - they informed me it is possible for individual application/household provided we meet the min. number of household participation.

A no liability clause is written at the bottom of the form with benefits clearly written. Street patrolling and surveillance cannot carry any insurance by any insurance company. However we want to be a professional service provider. A S.O.S service is what many residents want. We do not chase thieves around, let the Police do the arresting.

Security Officer

Our Area Manager will recruit new members and attend to all complains that are received through the Call Centre or dedicated handphone in the Residential Area. The representative could also meet up with him on future improvements. He will be English spoken and understand the Homeguards concept.

Crime Reports Formats


A monthly crime index report will be emailed to the, Representatives. A Crime Alert email flash news will be activated on major crime to the residents (Please give your email id in the registration form).
During the quarterly p0lice meeting with residents committee Homeguards will share information. Senior Officers will visit victims of crime at their home. We will pacify the afflicted victim and help them. A sergeant from the nearest police station can be recommended to be working with the association.

Complains on Service and Feedback


A 2 way channel of communication will be implemented. No one must threaten or be abusive with the Call Centre Executives. The complainant must use the call centre and Email facilities to report on any issue. Money must be paid up front, 3 months advance. A sinking fund.
Each subscriber talks for himself. He pays for the service and we treat it as a business / social responsibility to help victims.
All monthly incidents will be forwarded to the Association - in case the Association does not want to be actively involved, shall try to request to security company to give us monthly flyer on our neighbourhood security updates instead.
Only received calls or emails will tell the actual nature of the incidents. Not reported issue may also be considered for security purposes. A hearsay incident may lead to a crime.


Payment on Security

When the volume of participation is full and the collection is 100%, the number of guards will be intact. However during a particular month the sales has not increased and the quit membership is high, the company will reduce the number of guards accordingly to the amount collected by the Company. All records will be given to the Residents Association. The members can send cheques by post or bank-in and send the copy of the receipt to the Head Quarter address with their Name, Address and Registration number and telephone number.

Car Thefts and windscreen breakage


No guards knows who is driving away your car. It can be anytime. Some expensive MPV's are tinted and no guard can recognize the driver.
Vehicles parked with PLUS tag, computer bags insides are targets for passing motorist. Park cars inside your compound. Expensive CD players are targets for criminals. So there is no control on this and it is difficult.


Marketing - honestly don't really understand this part of the write-up, will try to find out in detailed

The Homeguards marketing team and security crew will collect forms from the house owner daily and will up date the association each week. The whole process will take 30 days activity. The awareness must be great amongst the residents. A RM10 is charged per form for the guards to do sales and marketing. RM2 is charged for a quarterly collection.


Agreement for the Contract


A mutual agreement will be signed between the association and the security company (if the RT in our area is not active yet, the security company informed me they can do individual per household agreement). Upon termination (i think the meant 'execution') of the contract all monies must be collectable by the security company.
A 1 month notice is given to both parties for discontinuation. When a customer signs an application form and when a tag is issued for security and he wishes to discontinue, he must inform the security company by calling the Centre or email or by letter within 30 days of wanting to discontinue. He just cannot say he doesn't want, not communicate until 3 months and his tag is still on. A Quit Form will be given and he can fill it up if he wishes to discontinue. Then the Tag will be removed. Then we will update the Association on the latest membership list.

S.O.P for the Guards


A standard Operating Procedure will be issued to the officer, guards and the Association (individual household copy is possible, I think). What to do and what not to do. If there is a complain from an individual or the association, we will adjust where possible. To change the guards we will use the labour rules which have to be followed strictly. All payment for the guards and incentives will be done professionally by the security company. Any deduction on the guard's pay is solely the responsibility of the manager.
Sometimes guards tell the wrong story to the residents association. Like in any other working environment conflicts arise with one and another and the office in charge always confirm with the Manager.


Conclusion

We promise to deliver our pledge to the best of our ability. Security services is not easy as there are many hiccups which we believe can be overcome. It is a dangerous job out in the field. We are only empowered with limited laws. Not as in the Police. The KDN license is limited to assisting the Police only.
