Townhall Meeting For Sea Park Residents

Finally.... There's a Residents' Meeting for Sea Park!
Organised by Pusat Khidmat ADUN Kg. Tunku, lead by Y.B Lau Weng San.

Date & Time : 19/6/2011 (Sunday) @ 8 pm
Venue : Sea Park RT Booth (behind Sea Park Wet Market)

Petaling Jaya Utara MP, YB Tony Pua and Petaling Jaya City Council (MBPJ), Mr Anthony Jeyaseelen will be attending this anticipated event. Personally, I really hope they will discuss on our neighbourhood security issues. Most housing areas either have their own security services, some even have police mobile booths, kinda wonder why our neighbourhood does not have any of such crime preventive method.

Oh yes, Sea Park RT will be sponsoring the refreshments (eg. dumplings) for the event.. So be there, raise your opinions, shares some views!

Steel Thieves At BROAD DAYTIME??!!

It is terrifying and pretty much upsetting that a vacant house in our neighbourhood is 'suspected' to be intruded by steel thieves at broad daylight without anyone bother to stop and ask was the house under renovation or purely being 'robbed' !

I drove passed the vacant house this morning, few days after some suspected 'illegals' were spotted removing windows panels and grills, the house stood quietly, does not seem to be undergoing any form of renovation.


I can't help but to wonder what will happen if we are away for a few days or even a day? Our neighbour might even think our house was merely under 'renovation' or maybe 'moving out' when the truth is, the house could be broken in and being 'moved away'. Be sensible, we are pretty aware we are not that close to our neighbour due to our busy lifestyle, we could be just saying 'hello' and 'see you' to our neighbours, that's it! Not close enough or free enough to help each other to watch our 'back @ house' at times right?


Already informed our RT secretary, Mr. Tee (Jimmy) about this 'suspected' break-in and he has lodged a police report, still under investigation to clarify this matter.

Updates:
Our RT committee is suggesting a form of 'Suka Rela' patrol aka volunteer patrolling by the residents themselves but frankly, when will this start? Or at least will alot of residents really come forward to offer their hands?

As much as I hope that our RT plans will succeed but still, will be better if we start thinking ahead and have some back-up plans right?

Finally, our RT booth officially re-opened. Too bad it was raining last night, maybe that's why there wasn't a huge crowd as expected. Light refreshments include mee goreng, nasi lemak and even rojak! To be frank, nice food, shame on the weather.

Performance wise, I must say I enjoy watching the 'mask changing' performance. I am not sure was it only my house or what but apparently I DID NOT receive any mailer with regards to the RT Opening Ceremony as mentioned earlier.

Fortunately Mr. Jimmy informed me earlier through email, else I think I would have missed the whole event. Did the rest of you folks, minus the family members of the RT committee board knew about the ceremony?

Well, yeah, they did hang a banner at the booth about the opening but what if we didn't drive pass that road last week? Anyway, maybe the rain turned away alot of keen residents but don't worry, I'll try to update you all on the speech by Mr. Lau Weng San regarding security issues - that's our main concern here.

He gave the speech in Mandarin - sadly I can't understand Mandarin. Will try to meet up with him personally within this week to get a clearer, translated version on his speech last night. Stay tuned to this blog to find out more updates on suggestions & views to improve the security in our neighbourhood.

RT Official Re-Opening Ceremony Is Today!!


Just snapped a photo of the booth just now, thought of sharing with you all. Spotted Mr. Jimmy there as well, very dedicatedly ensuring everything are well arranged.

Apparently representatives from Sri Lara security will be there as well.

Just to let our readers know that Mr. Lau is giving his support as well to make our security proposal as success, regardless it will be a security patrol or an organised neighbourhood watch.

I am sure we all wish for a secured Sea Park - our mission & vision.

RT Booth Official Re-Opening- 25/7/10!!

Just received a good news from Mr. Jimmy, our neighourbood's RT Booth is set to re-open on

Date & Time: 25/7/10 (Sunday) @ 7pm
Location : Right across the road from Kedai Kopi Khoong, nearby Sea Park Wet Market

You won't miss the RT location, it's pretty much well renovated with bricked fencing. Hope more residents/readers will turn up and hopefully residents will voice out and share their views on methods to improve Sea Park security. Oh yes, light refreshments will be served as well.

Do come and bring along your family members. Lets us get to know each other / know your neighbours and work things out as a community!

p/s: I have yet receive any confirmation date for the security proposal meeting but hopefully it's going to be happening soon :)

Update: RT Booth Re-Opening Soon

I am delighted to inform my dear fellow residents that our RT booth is finally re-opening in about 2 weeks' time, which is roughly mid of this month (July). As informed by Mr. Jimmy, they will be sending out some mailers to inform us about this and also the GOOD NEWS is.... They are showing interest to this whole security patrol scheme! Apparently Mr. Jimmy informed me that they will have a RT Committee meeting and will organise a residents gathering to see if there are any more interested households who wants to subscribe.

I hope readers of this blog will participate and hopefully we can start the security scheme by this year itself! I am excited myself knowing this news, that will mean with the involvement of our RT, we might even get better offer from the security company, ie. more security guards! When we all finally receive the mailer for the residents gathering, I sincerely hope most of you folks will turn up and show your support. I hope by now after reading this blog, we all could have a brief understanding about the security scheme and give a deep thought about subscribing to this security service.

I will post up the date for the RT Booth opening once I find out about it and hopefully they will also inform the rest of the residents about this security proposal and set a date for the residents gathering by then.
Please remember every support and every subscription means alot towards our neighbourhood security.

I think this benefit part provided by Sri Lara meant as in benefits to be enjoyed if we sign up for the security "Homeguards" service. Personally think the listed below are clear reasons why we would be interested to sign up for their service.

Part 2: Sri Lara Joint Security Services Brochure & Proposal

Instead of uploading the write-ups file from Sri Lara Security, for an easier, clearer reading, guess I might as well just re-type it. Here goes:-


Working with Neighbours in Crime Prevention

The Security proposal is to enhance the harmonious and safety aspect of public life in your Taman.
A professional & experienced Security Company must be able to keep crime rates low with the assistance of the Association and the Police working together.


Security Guide
  1. Believe in God, Nothing is fool proof in life. We pray to God - no bad incidents to members.
  2. The home must be installed with proper Alarm system and strong grilles with strong locks. A CMS is even better. (For RM20.00 you can configure your alarm to our CMS service). Members only.
  3. The front and back of the house must be lighted with energy saving bulbs and with a timer.
  4. Neighbours must be security conscious and work with Rakan Cop and the Security Company to act fast to call for help. Observant so as to identify the getaways vehicles. Must know who to contact during emergency.
  5. The property owner must have a Homeowners and Contents Insurance against theft.
  6. Engaging own Security guards and enjoying the benefits of having security, is a deterrent and a visible effort to drive away criminals.
  7. Crime cannot be eliminated but can be reduced and we can take care of our own neighbourhood. The police will work with an active security company and Residents' Association. Monthly meetings with the police can be arranged to share information and keep updating for better security.

The Security Operations - I think we are more interested in this part of the write-up


Since the norm is 12 hour duty, it is difficult to get good guards. It is a dangerous job on the street. Rain and hot weather will distract any guard. We recommend 8 hours duty. At time the guard will do 4 hours OT.
More memberships means more guards but remember it doesn't mean the monthly payment will lessen. Security is never cheap as most think. Some say 'why must I pay for others'. Actually you pay for yourself and your family. Like insurance anything can happen to anyone anytime. It doesn't tell when it comes. When a house is being broken into, when a car windscreen is broken, when a snatch thief is about to attack, all these even the police don't know. It is only after the crime has been committed that the follow-up is done. Any individuals getting angry with the police, the association and the security company for no apparent reason has only himself to blame because he didn't employ his own full-time guard in his house. Sharing of guards is only deterrent and cheaper fee.

Today Malaysian police crime records are increasing and not the other way around. There is a 20% reduction target in crime set by PDRM and there is a KPI for the Police.
The membership to the security service is by filling an application form which is jointly produced by the Homeguards and the Association - they informed me it is possible for individual application/household provided we meet the min. number of household participation.

A no liability clause is written at the bottom of the form with benefits clearly written. Street patrolling and surveillance cannot carry any insurance by any insurance company. However we want to be a professional service provider. A S.O.S service is what many residents want. We do not chase thieves around, let the Police do the arresting.

Security Officer

Our Area Manager will recruit new members and attend to all complains that are received through the Call Centre or dedicated handphone in the Residential Area. The representative could also meet up with him on future improvements. He will be English spoken and understand the Homeguards concept.

Crime Reports Formats


A monthly crime index report will be emailed to the, Representatives. A Crime Alert email flash news will be activated on major crime to the residents (Please give your email id in the registration form).
During the quarterly p0lice meeting with residents committee Homeguards will share information. Senior Officers will visit victims of crime at their home. We will pacify the afflicted victim and help them. A sergeant from the nearest police station can be recommended to be working with the association.

Complains on Service and Feedback


A 2 way channel of communication will be implemented. No one must threaten or be abusive with the Call Centre Executives. The complainant must use the call centre and Email facilities to report on any issue. Money must be paid up front, 3 months advance. A sinking fund.
Each subscriber talks for himself. He pays for the service and we treat it as a business / social responsibility to help victims.
All monthly incidents will be forwarded to the Association - in case the Association does not want to be actively involved, shall try to request to security company to give us monthly flyer on our neighbourhood security updates instead.
Only received calls or emails will tell the actual nature of the incidents. Not reported issue may also be considered for security purposes. A hearsay incident may lead to a crime.


Payment on Security

When the volume of participation is full and the collection is 100%, the number of guards will be intact. However during a particular month the sales has not increased and the quit membership is high, the company will reduce the number of guards accordingly to the amount collected by the Company. All records will be given to the Residents Association. The members can send cheques by post or bank-in and send the copy of the receipt to the Head Quarter address with their Name, Address and Registration number and telephone number.

Car Thefts and windscreen breakage


No guards knows who is driving away your car. It can be anytime. Some expensive MPV's are tinted and no guard can recognize the driver.
Vehicles parked with PLUS tag, computer bags insides are targets for passing motorist. Park cars inside your compound. Expensive CD players are targets for criminals. So there is no control on this and it is difficult.


Marketing - honestly don't really understand this part of the write-up, will try to find out in detailed

The Homeguards marketing team and security crew will collect forms from the house owner daily and will up date the association each week. The whole process will take 30 days activity. The awareness must be great amongst the residents. A RM10 is charged per form for the guards to do sales and marketing. RM2 is charged for a quarterly collection.


Agreement for the Contract


A mutual agreement will be signed between the association and the security company (if the RT in our area is not active yet, the security company informed me they can do individual per household agreement). Upon termination (i think the meant 'execution') of the contract all monies must be collectable by the security company.
A 1 month notice is given to both parties for discontinuation. When a customer signs an application form and when a tag is issued for security and he wishes to discontinue, he must inform the security company by calling the Centre or email or by letter within 30 days of wanting to discontinue. He just cannot say he doesn't want, not communicate until 3 months and his tag is still on. A Quit Form will be given and he can fill it up if he wishes to discontinue. Then the Tag will be removed. Then we will update the Association on the latest membership list.

S.O.P for the Guards


A standard Operating Procedure will be issued to the officer, guards and the Association (individual household copy is possible, I think). What to do and what not to do. If there is a complain from an individual or the association, we will adjust where possible. To change the guards we will use the labour rules which have to be followed strictly. All payment for the guards and incentives will be done professionally by the security company. Any deduction on the guard's pay is solely the responsibility of the manager.
Sometimes guards tell the wrong story to the residents association. Like in any other working environment conflicts arise with one and another and the office in charge always confirm with the Manager.


Conclusion

We promise to deliver our pledge to the best of our ability. Security services is not easy as there are many hiccups which we believe can be overcome. It is a dangerous job out in the field. We are only empowered with limited laws. Not as in the Police. The KDN license is limited to assisting the Police only.

Part 1: Sri Lara Joint Security Services Brochure & Proposal


Just received a copy of the security company's brochure, would like to share it with you all so we can have a better understanding to what we are going to pay for.

We are working towards at least 144 houses to kick-start this security service subscription. Below is the proposal which I received from Sri Lara:-

No. of shifts : 2 shifts (12 hours/shift)
Distribution of shifts : Shift 1 (7am to 7pm) - 2 guards with own motorbike
Shift 2 (7pm to 7am) - 2 guards with own motorbike
Total cost/month : RM7,200.00
One time new membership charge : RM10 - you get the security tag & a car sticker

Proposal & Views - 1st Step

Dear all,

I actually started this page in order to gather more views and vote from fellow residents in Sea Park about having a "Patrol or Gated Security Scheme" for our neighbourhood. I am NOT a representative from any security company or related in any way. I am just a common resident of Sea Park who wants to take a step towards a secured, stress-free neighbourhood for my family and neighbours. I don't think there is a need to elaborate about the crime rates around us, surely we read the newspapers, discussed about it over lunch time, we just had enough of all those.
Now it is time for us to seek a solution, prevention, do something about it!

Surely we are aware that more than 50% of the areas in PJ have patrolled security or some form of neighbourhood watch. Then back to us, do we want the same too? It's pretty odd to be one of the last few spot in PJ housing which does not have a single form of neighbourhood security, a little more 'exposed' to threats of crimes - my personal opinion. To be honest, I miss those days where I see the aunties can chit chat in front of their house without worrying some 'weirdos' will suddenly held a knife over their neck. Even number of joggers has dropped as well. Let us give a small thoughts on the questions below:

a) Do we want to live in a neighbourhood where the kids can actually cycle around, without worrying some 'aimless, suspicious looking' motorcyclist?

b) Do we want to be able to jog around our neighbourhood without carrying a stick/baseball bat as a protection tool?

c) Do we know our neighbour close enough to keep watch for our house while we are away for work or holidays?

I drove around the SS2B area during the weekend and seems like their patrol security scheme is doing pretty well. Neighbourhood kids at the park, some joggers (without a baseball bat) and the patrol bikes are doing their routine roundings. Then I thought, this whole security patrol isn't that bad at all! Yes, we have a nice neighbourhood too but I think it is about time we should take a further step in securing our neighbourhood's safety while things are still in control.


First Move - Contacts (never ending phone calls)

I actually contacted few security companies before and since I am just a regular resident, none of them was interested to even give me a quote. Yes, I tried proposing to our Rukun Tetangga 6 months ago as my very first move but seems like they have other things to work on (ie, the new committees, new booth). After going through few contacts and finally one security company, Sri Lara Joint Security Services S/B which is currently servicing a part of SS2 and TTDI areas, showed their interest and actually offered to give a briefing about their service.

I am no 'hero' nor leader, just a regular resident who hope for a better and secured neighbourhood where we can perform our daily activities without fear, our children can play, ladies can go about without hugging their bag tightly (despite standing at their own front gate), we can jog more carefree, etc.
